I tried writing an AutoHotkey script to do this, but there is a bug where if you drag the taskbar too early in the boot-process it vanishes and you can't get it back ( even if you restart explorer ) until you restart.
Order to enable 3 rows of quick-launch icons. The issue is when I restart Windows, the taskbar resets QuickLaunch to only 2 rows of icons and I have to unlock the taskbar, drag it to the side of the screen so that it is vertical and then drag it back to the bottom before finally locking it again in I've had this issue with Windows since 7, at the least and it is present in Windows 8, 8.1 and 10.
